Its serious, no fun plz!?

I m 22, unmariied! My breasts are very small. its doesnt look good when i wear a dress....what will i do to make it bigger? I hav never done anything to make it bigger before. But now i want to do something.I dont want to use any creame and cant go for a surgery!!Some home remedy i need.
One more thing is, sometimes my breasts ache! What is the reason behind it?

Drink lots of cow's milk, go on hormonal birth control, and buy a push-up bra.
