well what I can tell you growing up as a teenager in Ganja India not only do the girls wear panties they also wear either short pants or a kind of an underskirt, which by the way makes it tough to get to home base ...... if you know what I mean..... there are not many public toilets here and most are filthy any way..... most people just go behind a tree..... I never knew a girl to have a problem because a sari is a wrap around thus split up one side
