1) is this normal!? because all of the other girls my age are bigger than me!
2) are my boobs not growing because i havent gotten my period in 6 months?

It's perfectly ordinary. I'm in my early twenties and I'm still an A cup. It is possible to find A cup bras for grown women it just takes a bit of dedicated looking. I usually get mine at Kohl's, Target, American Eagle, or Maurice's.
Keep in mind you still have time to grow. If you're really concerned and your parents have you insured you might ask your mom if you could go see an endocrinologist to see if you have imbalanced hormones.
In the mean time try to have healthier eating habits that will help. Are you really athletic? That can cause skipped periods and smaller breasts. Just look at olympica runners, gymnists, and swimmers. Breasts are all glands & fat tissue so if you're burning way more calories than you ingest it can cause a flat chest. Having unhealthy junk food habits though can mess with your growth in a wide variety of ways. For example caffeine from soda pop can keep you from getting taller and arrest growth in other ways too.
It's definititely normal. They will start to grow more when you are older and your period even out more. It's not something you should be embarassed about. I use to feel the same way but boobs just make everything awkward. Would you really want to have to hold them in place if you went running? I'm glad I have smaller boobs and so should you. :) You'll see.
It's fine! Don't worry. Ask you mom when she started getting boobs. I got mine form a young age! Not fun when the other girls would punch me there. It's normal. Some girls go through puberty slow and some girls fast. Don't worry dear,.

Your body is your body. What your friends' bodies are doing has nothing to do with yours. Your breasts might get bigger, they might not. At 15, it's hard to say.
