It really does depend on the individual!. It depends on your ability to clear your mind!. If you are closing your eyes but still thinking about the person then it is likely you wont climax, however if you can think about other things that arouse you then you more than likley will be able to!!
In saying that the body reacts to certain touching etc so sometimes regardless of whether you are attracted to the person your body will take over anyway!
Question though - is there a reason you want to be sexual with someone you arent attracted to!?!?
Anyway just close your eyes and think of something/someone else and you'll be fine!!

If you are not attracted to a person but they are doing everything right with their hands or body or whatever, then absolutely you can climax!.
