It would appear not, but be advised that the whole science of herbal and alternative medicines is still in its' infancy. Just because it has not been found to be so, does not mean that it isn't.
At the least, given that primrose oil is an oil, and 'the pill' is hormonal [hormones are sideways structured oils] I would not take them at the same time to reduce the risk of interference.

No its fine to take whilst on taking the Pill. You might be thinking of St Johns Wart.
Never heard of that one, St John's Wort does though
