Yes, you'll be able to touch it. It just means it's sitting lower, for most women a low cervix means that they are not fertile at that time but it should NOT be used as a form of birth control. Some women can touch it even when it's a little higher. It's not recommended by many people but women who are trying to get pregnant will try and feel texture and position of it to determine when they are ovulating.
