Could be either. All girls have a little hair there but it's usually very fine and not visible. Sometimes a bit of hair there is genetic and yes some races tend to have it more than others. But it also could mean they have a hormonal imbalance for example Poly Cystic Ovarian Syndrome.

Due to PCOS, cysts in my ovaries, I not only have hair on my lip, on my chin and on the side of my face. I have to wax everyday before I put my make up on, it really sucks. Dr. said it's due to to many male hormones.
