Breast stimulator that vibrates (as opposed to electro-stim pads or topical cream) would not impede the growth of her breasts. The added stimulation draws more blood to the area, which is actually more helpful than harmful (but not significantly).
Breasts grow at different rates... the cause is a combination of genetics, general health, and hormone levels. One of my bests friends has 4 sisters and she is the only one in the family (including her mother) with smaller ones. It's like any other trait, sometimes you get it, sometimes you don't.
Perfect example of this genetic crap shoot... check out the show "Little People, Big World" (on TLC). It features a married couple who just happen to be little people (more commonly known as dwarfs or midgets) and their children. They have four kids, only one of those kids is a little person like the parents. What is even more interesting is that the kid who is a dwarf has a fraternal twin who is of regular height.
One family member can get a trait, and the other doesn't... it's just how genetics works.
When I was 9-10 years old, I went from an A to a C in one year. Two years later I was a D, and then remained a D for about 5 years. Then I was a DD (which I am now)... but keep in mind this wasn't JUST genetics and hormones, I gained weight too.
So a bunch of stuff factors into breast growth/size.... In my professional opinion, as a sex toy specialist, a breast stimulating sex toy is very unlikely to alter the size and growth progress of your breasts... if she's REALLY that concerned about it, she shouldn't be asking you... she should be asking a medical professional about it.
