I think it can be controlled after time. My eyes were really sensitive to touch before I got contacts, I've have contacts for about 10 years and my eyes are more tolerant to touch. I don't have to hold my eyes open when I put in my contacts anymore and they don't water when I put them in anymore either.
I don't think all eyes are sensitivity to touch, because I have a friend who are different. I think she got less sensitivity to touch with her eyes, unlike mine or with our other friends! But for sure, mostly have the same sensitivity with their eyes!

Blinking is an absolute physical reaction when something comes towards your eye and its beneath your conscious control. This is why you have to hold your eyelids open to put contact lenses in.
