All I can tell you is that it's very unlikely that two people with blue eyes will have a child with green eyes. It's highly unlikely that they'll have a child with hazel eyes. And it's on the verge of downright impossible that they have TWO children with hazel eyes.
Statistically speaking, this is a very, very, very unlikely situation :).
In order to create hazel eyes you need to have a dominant Brown gene, a gene that people with blue eyes do not have. If they did, they'd have brown or hazel eyes instead of blue. So they cannot pass to their offspring a gene that they do not have.
I've studied biology and genetics
It is all about gentics, everyone can have the same coloured eyes for generations but it just takes one person on your family tree for you to have that eye colour. I have blue eyes and my mum has brown, it just goes way back into my family tree.
By the way everyone has blue eyes when they are born, the change as you develop and the hair thing is usually too. My brother was born with brown hair, had blonde hair until he was about four and has hand brown hair since then.
