In my experience eye-exercises are extremely helpful for nearsightedness (myopia), while astigmatism is much more problematic. I used to have -3.75 myopia but now I've almost elimated it all thanks to exercises and the correct use of glasses. Unfortunately it's not a simple thing and it takes a long time and a lot of patience. You need to learn many things, not just the exercises.

Vision therapy, if done properly with an optometrist, does work. It allows you to use your eyes together more efficiently. It improves how the eyes work together, it improves binocularity. (Not all optometrists do this, by the way.)
HOWEVER! Don't ever believe anyone who tells you they can improve your visual acuity by doing eye exercises! If you are 20/200 without glasses, you will not be able to improve that by doing eye exercise. Most "eye exercise" programs hint at this strongly. It is entirely false.
