Probably your eyes just look small because the lids don't open up very much, there are relatively simple operations to fix that. I'm not sure what country you are in, but if you can get a hold of a Chinese language newspaper (maybe a public library or news stand in a big city with large Chinese population) there are ads from doctors that specialize in making Asian eyelids look like western eyelids and related operations. You could probably contact one of them and see what they could do for you.

As for you not seeing well, might not have anything to do with your eyelids, you might just need glasses. Maybe just get a regular eye test (in addition to seeing if you need glasses, they will also check for eye disease and refer you to a specialist if necessary).
