Can the eye see a frequency of 60Hz?!

Question: Can the eye see a frequency of 60Hz?
For two days, I've been clearly seeing ripples regularly moving downwards on my LCD screen, at first I thought it was a low voltage problem, but I checked the display frequency, and it was at 60Hz, I changed it to 75Hz, and I can no longer see them.

is that normal?

Answers:

Yep. Your using an analog VGA cord I'm assuming. All that was is interferance either from inside the computer itself, or more commonly a result of noisy a.c. or a bad power supply somewhere. By changing the Hz you effectively changed from the frequency the noise was at, to one where it is not present.
