You really can have a scar "reduced" which is what they call it when it's surgically removed. Some people form keloid scars. They're large, often bright pink and thickened. If that's what you have I wouldn't recommend doing more surgery on it.
I understand there are some creams that are applied to the area and supposedly lessen the size of the scar. Ask a pharmacist about it and he or she will let you know the brand names.

Scars can be removed by sanding them off.
Use sand paper and gently rub off the scar till is gets sensitive then put on poly sporin and cover it like a scrape. When it heals do it again. The Skin will fill in from the bottom up.
It will take a year but it will disappear. Be cautious of infection. don't rush it.
