Its both. Believe it or not a lot of people who are strung out on pain pills are really in pain so to cure them you have to treat the pain. From my understanding some how how it is part opioid and part opioid blocker. It easis pain with out all the euphoria. The only fact i can tell you is that it works for pain and you can take it every day. suboxone is used more often for people who are trying to quit.
