Is there a disorder where toddlers don't grow yet develop adult muscular develop!

Question:

Is there a disorder where toddlers don't grow yet develop adult muscular development?

We have an acquantance whose five year old has not grown in two years. Yet she has developed what appears to be adult muscularity in her arms and legs. She also has remarkable upper body strength (very remarkable). Yet she is ever so tiny and looks nothing like the Mom. We are concerned that she may have some form of medical or genetic disfunction.

Answers:

Perhaps Dwarfism? I´m sure in two years the parents have been to see a doctor. They probably already know about the problem and are not willing to share it with everyone. She´s only a little girl so just let it be. Let her be young and without cares and problems.
