....are they well enough to be sent home, thereby freeing up some Hospital beds for those who REALLY need them?

I see patients outside my local hospital, pushing drip stands, carrying drains, even pregnant women.
Next stop you see some with no legs, amputated for gangreen due to claulication of their arteries.
If their arms were the first to go that would still not stop them Stupid stupid people, how can they afford the price of the stupit weed?
