Question: Hav a question about medicare?
My grandma had a stroke earlier last year. They are currently on Medicare Part A and I am trying to enroll them on Medicare part B and D....The only income they get is from Social Security so they need some help with hospital and perscription payments. How do I go about this?

The answer to your question will depend upon why she currently does not have Parts B & D. You'll need to contact Social Security to get her on Part B. It is possible, depending again on why she currently doesn't have it, that Part B and Part D will not be effective until July 1 and January 1 respectively and she'll have a penalty to pay. Social Security will tell you of any time restrictions and any possible penalties. They will enroll her in Part B but she'll need to contact an insurance company for Part D. You also may want to consider a Medicare Supplement or a Medicare Advantage plan (many Advantage plans have Part D included). Contact a local agent that works with all of the major companies in your area for assistance.

Independent Agent

You grandmother should have enrolled in Part B when she turned 65. How did she see a doctor without Part B? Most people automatically get Part A which does not cost anything in most cases. If you enroll in Part B, you can do it through February but the monthly premiums will be higher than they would have been when she turned 65. She can also get a Part D drug plan if that is not already part of her Medicare Advantage plan. She may have Original Medicare and has to purchase a drug plan separately. You can go on the Medicare website and look up drug plans in her area. I think you can only enroll in them from October to December, so you have to check with Medicare on that. Once she gets Part D, she can enroll in Extra Help for low income people.

Plenty of us are on Social Security ONLY. The assistance to pay the 20% that Medicare does not pay would be to buy a Medigap policy or to get Medicaid. Medigap is a supplemtal private insurance you buy from any insurance agent who sells it. It costs around $125 a month. If she is low income and over 65 she can qualify for Medicaid through her county social services division. Medicaid has a 3-year look-back in my state to see if the person disposed of assets other than her home. If they give her Medicaid with no share of cost her state will pay her Part B Medicare premiums.

On Medi-Cal and Medicare

If she has no other insurance, parts A and B should be granted without a problem. If she does have other coverage, that will effect what kind of coverage Medicare will offer. It also depend on if Medicare is the primary insuranceor not. To get part D, she (or someone for her) will have to call the 800 number on the back of her Medicare card and pick a plan available to her in her area.
