Why aren't all newborns drug tested at birth? Wouldn't this solve a vari!

Some are but they are not all needful as not all mothers have been on drugs so what would be the point? Only those that are known to have used drugs are tested as well as their babies.
they do tests on newborns, but i don't understand what kind of problems that it would solve. if a baby is born with an addiction, then we deal with it, if one is born with aids we deal with it. although the way things are going in this country i wouldn't put it past the government to someday (soon) "get rid of" newborns who aren't "perfect"
