bad breath is caused by bacteria.
she needs to buy a tongue scraper and use it before she goes to sleep.
she needs to brush daily to remove plaque.
she needs to floss daily.
Most Importantly, She needs to go to her dentist and check to make sure that improper cleaning of her mouth is the cause of her bad breath.... she needs to have a professional tooth cleaning by a dental hygienist..... and she needs to Pay Attention when the hygienist shows her the proper way to brush and floss....
If bacterial plaque and her failure to clean it away daily is determined to be the cause of her bad breath, this will be an easy fix... she will just have to develop and stick to good habits.
If it is determined that she has a severe gum infection, her dentist may send her to a dental specialist called a periodontist who will treat her and help to get her gum disease under control.

Chronic halitosis (bad breath) is caused by an excess of bacteria in the mouth. I recommend keeping a 'travel size' bottle of Scope with her so she can rinse her mouth out frequently. This should enhance her breath and confidence. Tell her not to eat junk food....stick with vegetables, fruits, etc.

Suggest for her to use a tongue scraper or to get a second toothbrush and brush her tongue at the back with toothpaste.. Some terrible smells can come from the back of the tongue area.

Tell her to brush her tongue when she brushes her teeth.
Less than 10% of germs and plague accumalate on teeth, mostly is on tongue.

If she brushes her tongue with her toothbrush and some tooth paste after brushing teeth, you'll see a big improvement.

She might be eating too many veggies that give off funky odors. For example, onions, broccoli, guacamole, garlic, etc, etc...If that other stuff works for her for the time being, then she should keep doing it after eating certain things. She should be fine. Stand by her side as a friend, but remember, try not to faint when she puffs the word HELLO to you.
