Answers:
It is designed for people who have a metabolism stuck very low, for example, eating-disordered persons!.
So it might raise their metabolism, and help them get back into eating normally or give them a chance of losing weight, if they think they're at a plateau [where their weight is stuck even if they eat 300 cals a day or something]!. It does work for getting dead metabolisms working a bit better!.
But if your metabolism is normal, getting it that low would bring you to starvation mode [because the eating-disordered people are already in starvation mode, they are just trying to be in it less] and wouldn't help your body at all!. I know you said you're not going to do it, so good!.

If someone whose metabolism was normal, they could lose weight whilst trying to avoid a plateau by also doing calorie shifting, but the amounts would be different, and could be in any patterns!. There's many different diet types online, including Fat Loss For Idiots and the JUDDD Diet that involve shifting calories!.
