Toning arms...?!

There's a picture of a model holding a bag on the bottom left corner where it says "accessories." That type of toning is the look I'm going for, and I think it's a perfect goal for me because I have very thin and weak arms right now. Firm and a bit "built" - but not bulky or big is what I'm looking to achieve. Are there any fitness experts out there who can suggest a good workout routine for me?
I'll be working out at home, and I'm not looking into buying big equipment, but anything like dumbbells I'd definitely purchase.

Do what my partner did: she bought a cheap set of light plastic barbells at a Dept store, then you need to get hold of a DVD with Bodypump style exercise routines on them (I say "style" becasue the actual Bodypump DVDs are only available to fitness instructors and are not sold). This style of trainging has done wonders for her overall tone including arms. If you are right up with computerly things, I'm told that your can download clips from youtube with these routines, then burn to DVD and you've done it all on the cheap!
buy some dumbbells and work your triceps, biceps, and deltoids.
