I'M VERY TALL FOR A GIRL, (5'9) I'd trade you in a heartbeat I don't think your short, that's a matter of opinion, however, I am concerned about your weight. Perhaps you are about 30-35 lbs under weight. Try lifting some light weights, you will add muscle weight to your frame... Good Luck...
