How does this routine sound to you?!
Question: Okay every morning before I go to school I go jogging at a track near my house for about 30-60mins..
.Then in afternoons I use the stationary bike i have for about 30-60 mins...
The only problem is I have no idea how i can build muscle any suggestions?

Try adding in some weights to maximize your weight loss. Muscle burns more calories at rest than cardio does and besides after you lose the weight you will have a nice body!
You should go to gym because your only doing cardio fitness right now. The gym is for weights and it builds muscle. Push ups also tone the muscles.
