Neck rash like thing that doesn't go away?!

Question: Neck rash like thing that doesn't go away?
For a while now (like a year) I've have this little patch of skin get red and bumpy kinda like pimples but it's more of a rash and sometimes itches. I never really thought much of it cause it normally would go away quickly, but recently it hasn't gone away for a while and I don't really know what to do. It doesn't really affect me (as far as I can tell) but it's annoying and somewhat embarrassing. Any ideas about what it is and what I should do would be greatly appreciated.
