my sister visited a lot of skin doctors for her's daughter skin , she even traveled to another country .. no one knows anything about this skin condition .. she is so desperate .. i'm just trying my luck to ask here .. here is the pictures

Two possible conditions come to mind. Rosacea in children sometimes looks different than it does in adults, so that is one possibility. Check here for information about rosacea.

Another possibility is allergies. My grandson got a reaction like that every time he ate eggs until we figured out that he was allergic to eggs. An allergy can cause contact dermatitis. So if possible your sister might want to get her daughter tested for allergies.

Some things come to mind. Does this come and go? Does it itch or swell? Anyone else with something like it? How many times has it come and how long does it last? Is it always the same?

See a dermatologist. Get established even if it goes away. Then you can go back in when it recurs. You may need a biopsy of it to confirm the diagnosis, something no one is excited about, especially the girl.
Consider amyloidosis, granuloma faciale, mucinosis, xanthoma. Sorry I can't be more specific without more information.
