Blister On My Foot that keeps growing back?

I have a blister on my foot that cant seem to go away, i peeled it once and it grew back into another one. What should I do to?

Might this be a plantar wart? They may resemble blisters. They usually grow deeply into the foot due to pressure and are caused by HPV (there are over 100 kinds of HPV).
