From your description, it is probably not cancer but a normal part of puberty!. Read over the following information about 'breast buds' and see if this is what your little girl may be feeling!.

I was a late bloomer, but when I was 10/11, I became convinced that I had breast cancer (I am now 24)!. I had what began as one or two lumps (very tender and painful) that eventually spread out to become breast tissue!. I was so concerned that I asked the school nurse what she thought!.
I wish you all the best at the doctor's and hope that there is nothing serious happening and that my explanation is indeed the reason for your daughter's discomfort!.Www@Answer-Health@Com

It is very unlikely for it to be breast cancer at her age, however, there is a small chance that it could be!. Get it checked out immediately!. If it's not breast cancer, it is a cyst or some other abnormal growth!.Www@Answer-Health@Com
It sounds to me like she is starting early breast development (breast buds)!. Children are going through puberty earlier and earlier!.Www@Answer-Health@Com
She cannot get breast cancer at her age!. It could be a boil or a cyst!. Your doctor will sort it out!.Www@Answer-Health@Com

It is a breast bud - one of the stages of breast development!. Your little girl is growing up! Please re-assure her before she goes to bed, so she doesn't worry all night!.
This is the second stage of breast development, and the first [ physical ] sign of adolescence!.
Breast development is usualy not very even at first - so you might need to invest in some camisole bras when she needs more coverage, and lined swim tops!.
Be prepared - she may start menstruating within 2 to 3 years!.
If you still want to see a pediatrician, try a female one for this!.
[ My friend, a single dad with a Phd, thought the same thing when his daughter started developing!.]
PS: do NOT let anyone tell you it is a cyst, and remove it!
I have heard nightmare stories of docs who did 'mastectomies' on little girls!!Www@Answer-Health@Com
