well there may be two conditions which is causing this.First you have got allergy which is related to autonomic nervous system(one kind of nervous system which controls our involuntary fucntions) .Second reason could be fungal infection. In hot climate there is excessive sweating which favours fungal growth. To differentiate between these two it by the skin condition. If there is small pimples like rashes then it could be allergy and if there is patchy ring worm like areas then it will be fungal.
Solution to this depends upon the main cause. If it is allergy then anti-allergic is useful for shorter periods and avoiding heat is the long term solution.
However if it is fungal infection then anti fungal ointment is useful for shorter period and anti fungal solution occasionally will be for longer period.keeping the area dry will also prevent for further infections but its better to consult your dermatologist first as looking at the skin and then only diagnosing will be far more better.

I've been having the same problem. It could be an allergic reaction to something, but considering the time of year, it's most likely weather related. One of my main problems is taking reeally hot showers which is really not good for dry skin. Usually I just end up putting lotion on all over after a shower, so it locks in the moisture. That seems to work good. Here are some other tips that websites list:
Take fewer and shorter baths.
When you bathe, avoid hot water. Moisturize your skin immediately after bathing in order to prevent the skin from drying.
Avoid overdrying wet skin. Try patting your skin dry.
Avoid excessive use of soap.
Try a soapless cleanser.
Don't overheat your house, and use a humidifier if you live in a dry climate.
