According to the Mayo Clinic, milk does NOT cause additional phlegm. Here is my source...

My doctor changed me from ordinary milk to soya drinks and the improvement has been wonderful.

He said that milk caused phlemg.

Dairy does have an impact on mucus but more importantly, it coats the interior of the throat. This leads to it moving during singing and causing fits and starts in a singer's air flow - messing up their sound.

the thing why we need to avoid dairy is that the fats in the diary products choke the throat and you end up singing like a siren

I'm not sure if they should limit their food intake, but I would think maybe by a little. It gets very hot under the lights, it may make someone have an upset stomach. Yes, you should try to stay away from dairy products when you have alot of mucus(cold) because they do cause you to produce more phlegm. If you are hearing so many stories and you still are not sure, ask a doctor, then what you hear you may believe.
