It is most likely an infection.. Since your genitals hardly come out into the worlds elements when they do get damaged in anyway it will be a bigger problem and a bigger infection. You should put antiseptic on it and a few times a day and if it doesn't clear up you will have to go to the doctor.
If you were wearing protection, it could be a reaction of an open wound to the latex. If you were not (??), it could be a reaction to the hostile environment naturally occurring in your partner (it's very acidic up there), and remember, if (the 2 of you) are not monogamous, you've now introduced yourself to the possibility of catching anything your partner may have.
Best bet, wait 'till you're healed, ALWAYS use protection (it just ain't worth the risk ever!) and for God's sake, stop "playing with the scissors" while you're pants-less ;)
