In most guys the foreskin rolls back upon a full erection. If it doesn't, it should be pulled back before putting a condom on. Once the condom is on, you can let it roll forward again, and the condom will sort of "double back" on itself a bit. This'll let your foreskin work as it normally would, but everything's now covered with the condom (except maybe the very base of the penis, depending how long your foreskin is, how big your penis is, and how big the condom is).
