Is this cream works well on male?or its meant for male only?Anyway, I am a male, and wanted to know how to use this cream.

It's a kind of topical steroid, and will work as such in males or femails. It's meant to reduce inflammation on the skin or to "loosen" some skin in some cases (i.e. phimosis, where the foreskin is too tight/narrow, see link).
It's a cream, and should be used as instructed. Probably just apply a small amount over whatever affected area.
