I go thru razor blades like crazy, what is the best for shaving heavy or hard facial hair.?

Old fashioned razors work best. Go to a local men's barber or hair salon that specializes in shaves. They'll know.
Despite what the other poster said, most electric razors are useless on hard facial hair..especially if the hair is like wire. The blades on the razor will go dull faster and you won't get as close of a shave. Electrics only last a long time on the "average" face.
