Let's say if a 14 year old looks good during puberty, will he/she continue after it?

In general, provided you look after yourself, then yes. Making allowances for lifestyle, aging, etc. But the ones who stay young throughout their lives, are those who are young-at-heart. Which is about personality, not looks. That, and a big heart.
Yes. NOT including factors like drugs and stuff, surgeries etc. They should stay the same.
