Question: Is this normal? (penis question)?

I don't think it is. A little bit down on the underside of my penis there is a small cord that connects it with the foreskin.

Running between the bottom (underside) of your head and to the foreskin? This is called the frenulum and it is normal. Every uncircumcised guy has one, and some circumcised men do. It is full of nerves and is the pleasure spot on most men's penises.
Enjoy it, but don't be rough with it, it can tear.

Its very normal for uncircumcised males.

That's called the frenulum. It's normal if you are uncircumcised. I have that too.
