No, you're no where near the end of puberty!. This means that you're just beginning it!. As you continue through puberty, then you'll grow more hair and your body will mature!. Just because your brother doesn't have a lot of facial hair doesn't mean anything, it just means he not that hairy!. You should talk to a male figure and find out what happens during male puberty!.
