Well first of all when people bleach their hair it is not the same bleach you find in homes for cleaning. The second thing is why are you going to bleach there and then use hair dye why not just dye it first and forget the bleach.
You shouldn't use bleach because if it gets on your penis your well gonna be in a lot of pain and prabably a hospital. BUt as for the dying part hairs are hairs and I see no problem just don't bleach um for the LOVE OF GOD DON'T BLEACH THEM

I think it would be more fun and safer to just use colored hairspray. You could do rainbow or purple. Gold.
