Is it harder to gain weight when you are underweight?!

Question: I am a 17 year old male, 62 kg, 5'10, and my doctor as well as my parents think I'm underweight and that I should gain about 8 kg. I am therefore wondering is it harder to gain weight when you are underweight rather than when you are at a normal weight or is there no connection between the two?
