It's a condition called gynecomastia....you need to go see a doctor to have your hormones levels checked as soon as possible. You will likely just be put on a little hormone therapy.

i have had a similar problem all my life! it has not ultimately affected my sex life or anything like but it made me very self conscious when i was your age- i still feel a little insecure now - these days there are things they can do but don't let your GP fob you off

You're probably fine, funny things can happen to you at your age that soon sort themselves out. But I'd go see a doctor and make sure there's not a problem. There could be a problem with fatty deposits or a hormone problem which would probably be temporary. Just get it checked out for your own peace of mind and ask your dad if he had, or knew of anything similar. .
