Usually a little soap and water can clear that up. It's called hygiene. Wash from your crack, all the way to your sack.

This may happen if you don't bathe or in the summer months when it is so hot that your genitals sweat. If you do bathe regularly, use an unscented talc to absorb the stickiness. If this bothers you, talk to your health ed instructor or a counsellor, or visit a doctor.

Dry "winter" skin? Jock itch? A change in detergent/softener that you use to wash your clothes? A new body soap? Either see your doctor or ask a pharmacist to recommend an OTC cream or ointment.
Could be what sailors call Scrot Rot . When you are in contact with water alot and can't dry off for a while you can develop something like athletes foot on your knackers. Can treat it with same powder you use for Athlete's Foot ; just put powder on daily and it should clear up in a week or so.
