Sweat, he should wear boxers and not breifs or boxer breifs, if he is young then it is to be expected, he just needs to wash himself down there before spending time with you.
It's the sweat, we get sweaty there easily. :/ The hairs dont help much either.

Is he very hairy down there? Have him shave his pubes off and that should get rid of alot of the odor. Also it can help you out in the oral dept as you won't get a mouthful of short hairs. If your bo says no, all you have to do is suck his nuts and tell him it'd get a lot better bald. He'll do it.
