Question: Is it to late for me to become a psychiatrist?
I have a 90% in German 30, an 87% in English 30-1, and a 94% in Social Studies 30-1.
So, if I upgraded at the college after I graduate and took Chemistry 30, Physics 30, Biology 30, and Math 31, would it be possible to be accepted into the pre-requisite bachelor of science program at the University of Alberta for the 2012 semester?

From what you have said, I would say you do have a chance, but understand that they take the highest grades first .. You should not be asking here, but ask at the school you are interested in and talk to an advisor, even if anonymously.

You will probably need to wait as far as your admission to the University of Alberta is concerned. As far as becoming a psychiatrist, it is never too late for one to pursue a goal of which one had not considered previously.
I admire you for having chosen such a rewarding field as that of medicine and especially that of becoming a psychiatrist. You will obtain much satisfaction when it comes to the services of which you will be able to provide to those in need of such.
it is never to late to start studying for what you want to do. my dad graduated law school at the age of 60. talk to your school counselor to see what you need to do to accomplish your goal. i myself went back to school at age 31 to get my degree from college. so if you set your mind to it you can find a way to do it.
