Yes, but it's called Unipolar depression. There aren't the severe mood swings from high to low like bipolar.
I think the answer to your question is yes, but it would not be called polar. There is a condition called unipolar and there is also one called depression. I would have to have a lot more information in terms of symptoms to be better able to say which category best fits. Bi Polar swing both high and low and tend to have longer cycles.
Uni Polar shift more often and shorter periods.
