Not directly, no. L-Arginine helps in the production of Nitric Oxide, which helps with overall circulation... I've never heard of better circulation helping with (or hurting) cancer at all.
As far as brain chemicals like Dopamine, there's no direct connection with those either, but you could get more while using L-Arginine (eg. during sexual activity... L-Arginine can help with circulation to the genitals and the sexual activity helps produce Dopamine)... I've never heard of L-Arginine or increased circulation having any impact on Serotonin, though.
