Yes, as a matter of fact, it can be. It is lipid solubable, and so it can pass through the skin - that is a danger with all essential oils. Just because it is natural doesn't mean it is non-toxic. Arsenic and cyanide are all natural too...
I see you posted this a few hours ago. In the future, always dilute essential oils.
For the time being, I hope you lathered up quickly after and put on some lotion.
Disregard any suggestions that homeopathy might be useful in the treatment of ANY condition. It is nothing more than sugar pills.
I would suggest switching to a petro-perfume and dye free laundry detergent.

That's one that works rather well and doesn't leave irritating optical whiteners on the skin.
And a lotion I used to suggest all the time, that people really liked for atopic skin was this

Good Luck
Some people have sensitivities to tea tree oil. Looks like you're one of them.
The only form of treatment that will cure eczema is Homeopathy. Otherwise you're just putting bandaids on it and you'll be struggling with it forever to one degree or another.
I don't know if it's toxic, but I know straight oil is not good for your skin. Try evening primrose oil on your eczema. It's gentle and should clear up the problem in a few days. Good luck!
Ouch - tea tree oil is brilliant - but please bare in mind that eczema is already inflamed skin.
It is going to hurt! It isn't toxic - and just about all of the products I use contain tea tree oil such as my cleaning, dental, body care products etc.
My suggestion would be to have a shower and try to wash it off with warm soapy water.
Then I would do nothing - at another time you could perhaps try a few drops of melaleuca or tea tree oil into your moisturising liquid. I know of an excellent product but not sure what I can and can't mention here.
Anyway - the oil on your aggravated skin has probably sent the nerves in your skin a little crazy which may also make you feel a little ill. Just relax, shower and rest.
May I suggest that you consider what laundry detergents and body care products that you are using as eczema often results from some type of chemical reaction.
