Since the others have covered what foods to avoid and/or minimize, I'll point out some of the natural products that can help control blood sugar and keep it at a healthy level. Some of the most popular blood sugar support products are Cinnamon, Fenugreek Seed, Chromium, Alpha Lipoic Acid, Gymnema Sylvestre, Mulberry, Bitter Melon (Momordica), and Vanadium.
With all of those, your safest bet is to check with a doctor before using them because getting too much support can be just as bad if not worse than getting too little support... it's all about a balance. Good luck!

my roommate is pre-diabetic, and the doctor gave her a sheet to help her eat better.

Definitely avoid sugar, and sugary foods. Avoid soda and fruit juice. (The recommended amount of fruit juice per day is 16 oz. but I'd drink less if your blood sugar is high) Fruit is ok because it takes you longer to eat, and the sugar intake is slower. Make sure you check the packages on store bought goods.

If you are baking something, add less sugar to the recipe (this only works sometimes because the change in sugar can affect the recipe)

You can do a search on the internet too, to come up with some good food plans for low sugar diets!

Great to hear you'd like to take care of this issue by changing the Cause, rather than just covering it up!
As far as foods go, what are you eating currently? Keeping away from processed foods is a must, adapt a whole & natural foods lifestyle. Keep away from refined carbohydrates, such as white flour and table sugars, etc.
Something that has helped me is increasing fiber, this helps slow down the rate sugars are absorbed by the body.
Another important must - exercise! What are those habits like?

Many natural supplements on the market. Diamaxol (don't know who makes it), and Vitabase Blood Sugar Formula come to mind. You can read reviews of these products at NutritionalTree.com (which does not sell anything but rates these kinds of products).

After using the herbs that others have suggested she could use sugar alternatives such as stevia, xylitol but stay away from refined sugar and simple carbohydrates.

There is a good thing to do that helps with blood sugar and that is a good detox. There is an herbal blend or tea to drink that is a good start called essiac tea. A lot of diabetics have benefited from and lowered their blood sugar with this blend.
