When your wife sees her surgeon, he will have implants for her to place within her bra. She can look in the mirror, along with you and the doctor, and decide then what look aesthetically best. It's really the only way to decide. So much of it has to with the other specific proportions of her individual body (short waist? long waist? small bone structure or large?) and the kind of image she wants to project to the world (does she enjoy a professional career? if so, she may want to avoid getting too large of implants).
A good surgeon will have all the tools to steer her in the right direction.

people have different perspectives on what "average" is
and her height and weight play big roles in determining what size she should get so you should be more specific with that
you didn't say what size she is now.
but nothing larger than a C cup.
Have the plastic surgeon recommend a size that will be good for her body type. If you get them too large she will look so unproportioned.
