You are not too young to have surgery. Girls as young as 15 get it done.
I had this surgery and I was in no pain, just a little discomfort.
You can also breastfeed after a reduction.

I think you are too young for that type of surgery.
My friend had this surgery and she was really happy with the outcome. Her chest was so large that she was having major back pain (bigger than a DDD, I'm not 100% sure what size she was...). She said that she was sore for a while, but that it was all worth it.
I have seen this surgery on TV. It is very invasive. I would imagine quite a long recovery. Based on what I saw you should be very sure it is worth it.
A friend of mine had reduction done when she was 19 so as long as your doctor believes your body is done growing age won't be a factor. From what I understand, there is some healing time and she was sore for awhile but all in all it wasn't too bad and the discomfort was worth it.
As far as still being able to breast feed, I'm not sure. My friend's older sister also had reduction and didn't have any problems, but you'll want to talk to your doctor about the difference between the milk ducts/glands and the tissue so you understand what is being removed and what the risks are.
