With parental consent, even if you're under 18, and you find a doctor to agree to do it, you can get it done. However, this does not mean that it's a good idea or healthy in any way.

Breast enlargement you want to wait until you are at least around 21/22 at the earliest to be sure that you're done growing naturally, as growing can cause serious problems with implants.

As for liposuction, I don't think it's ever the best option for weight loss. Ever. Try diet and exercise just like everyone else?
